Study on Learning Management Systems (LMS) used in the Baltic Region

After establishing a model for an eLearning platform for the BITNET region and delivering these requirements to work package 1 that is responsible for setting up the overall BITNET platform or portal, we concentrated already on the content for our platform and looked at the same time for suitable existing tools for the platform. Thus a detailed study on assessment of existing eLearning tools and software arose.

It adresses mainly training institution or other eLearning content providers no matter if they provide vocational training, higher education or further training for SME. The assessment focuses more on eLearning platforms (Learning Management Systems) than on authoring tools for developing content.

Two kind of these platforms were considered for this documentation: those which are developed within EU funded projects and those which are purely commercial systems. The assessment facilitates training institutions and other content providers in deciding which system is most useable for their own purposes and gives other eLearning customers an up-to-date overview of the eLearning market. In order to crosscheck these developments with the existing resources it has been tried to gather information about regionally used tools in each Baltic region.
